People tell me my left BRAKE light does not work while im driving, but if im parked they work fine. whats up with this?

does your bulb malfunction light come on?
is it a brake light as opposed to a tail light.. so when your driving and have your foot on the brake a light doesnt work?

well if peopel tell you your brake light isnt working and you get out to look.. who's stepping on the brake for you so you can check?!!
sometimes the filaments in the bulbs are loose and jump around just before they burn out.. they get loose and then it can fuse itself back together again and work for a lil longer.
if will burn out eventually if you can see which one is out. I know it can be very annoying too.

Im pretty sure the brake lights are dual filament bulbs, so hopefully one of the two is burned out and you just need a new bulb.
