airbag light- passenger side question

I have just noticed that my passenger airbag light is Off without anyone seated on the passenger side (99 C280) . Would this mean in case of a frontal impact that it will not deploy or would it still be operational with the light being constantly off? The SRS light on my cluster is off as well.

One other could this be a sensor problem ? and how difficult is it to get to the sensor.....TIA

DUH... I just read my manual.... manual states it is suppose to be off . It only should constantly illuminate if using a MB Baby smart car seat and and if not upon initial engine start up only for 6 seconds,which it did .
