Rotary Control for Fan Speed

Has anyone ever had problems with their AC/heating fan not shutting off when the rotary control knob is set to zero? Mine does not shut off sometimes. It just runs on what seems to be the lowest speed. I can change the speed up and down and the fan responds with faster or slower speed but I can't shut it off completely. The problem is intermittent.

If anyone has some experience with this problem and can help me shorten the diagnosing problem, I would appreciate the advice.

Does it do it even if you're just stopped? When you're driving and the car is set to Fresh Air (not recirc), the force of the air flowing into the vents can make it feel like the fan is on.

it might be the blower motor regulator.
