engine thingy

i was cleaning my engine and noticed that a thingy was a little shakey. it is bolted to the block (vertically) on the front drivers side behind the water pump and it kinda looks like a mini shock or strut of some sort. anyways it look lose, like the bolt wasn't on tight. anybody know what this is and do they know the torque??? everytime i move a step forward in this car i find something else that needs fixin.:D

that is the belt tensioner strut.

so this shock is makin noise when in drive, did a search and wanted to know how hard is it to change the tensioner and shock and my car. doesn't really mention anything other than how to change yer belt (which i assume you change with the tensioner + my belt is old anyways). looks to be bout 130 bucks for parts just wondering if anybodys done this?
