Wet down the car, but do not wash.
While wet, rub with a FRESH/unused dryer sheet(s).
They take off bugs, tar, ect..
Very cheap & they do not scratch the paint.
I use alot because they are so cheap.
Also, to add. If the bugs are old & you do not want to really scrub. About an hour before you wash the car. Lay a couple of HOT wet towels over the bugs.

WD40 is good at getting rid of tar. It will strip your wax though (as will any tar remover) so make sure to rewax the area when after use.
i use goo gone in a little can... smells like paint thinner but works wonders. i've heard about the drier sheets and can confirm that they are awesome for bug guts and bird poo but i've never tried it on tar.
