I'm hoping someone can shed some thoughts on this issue.

94 C220. Stock headlights.

Both low beams are out when I try to turn them on. Side markers, fog lights, high beams, blinkers are working. I do not get any bulb failure idiot lights.

The low beam failure happen to both sides at the same time. So I'm struggle to believe that both bulbs or both fuses could have gone out at the same time.

In tracing the wiring diagram the low beams seem to run though a relay N7 - Exterior lamp failure monitoring module. Does this seem to be a likely culprit?

Or is it more likely to be the combination switch on the steering column?

i have the same issue. what i did for now was took apart the plug on the back fo the headlight housing and switched the driving light and the low beam light pins. so now i dont have driving lights but i do have lows, i just turn them on as if i were turning on the driving lights.:D

It looks like my issue is the combination switch and not the relay.
That means I'm taking apart the steering wheel.

Anyone got any nice grey ones laying around? :)

Try this on yours: Pull the high beams on like you are going to flash someone. On mine it would light the low beams. If I released it just right, the lows would stay on.
