how hard is to swap interior like sport steering wheel and cabon fiber stuff from the inside of a 99 c280 to a 1995 c36?

It wouldnt fit.

The updated model dashes are different from the pre-updated versions.

Im sure the steering wheel could be done, but if you want to do the dash, it would be best to have it custom done.
