Awkward seat belt.....

My Passenger side seat belt is kinda weird, when you pull it while driving or stopped it doesnt budge, but when braking while moving you can pull it. it works opposite how a seat belts is suppose to. Anyone have any solutions, please let me know, I mean I am a good driver and all, but common its a c36....

I took my passenger seat belt apart bout a month ago to make it reel up tighter, I will tell you it was a BIATCH, a steelie actually is the piece that lets the belt free or stops it, the steelie is like gravity sensitive, meaning if the car is jolted in any way it comes up and engages the catch. If you take it apart be carefull when you remove the left side plastic cover, there is a spring that is wound real tight and as soon as you take that last screw out......boing. I finally got mine all back together after a couple of hours messing around trying to wind up the spring, and now it works great.
