i opened it up but it is not all the way full to the top. should i fill it all the way to the top? or is it already how it should be?

Isn't there a dipstick connected to the cap? Check it there.

no there isnt one. i looked into it and there is like a disk thing in fluid and it says max at 20 celcius. is that the max level even though it isnt full to the rim on top? thanks

well, you have to wait or ask someone with a 95 C280 to provide you with some answers.
My W202 is a 1997 C230. My power steering reservoir is located to the right of the engine (while facing the car) right next to the oil filter housing. The cap has a dipstick attached to it.

the fluid should be at the line with "Max 20 celsius" when it's cold and engine off.
