the picture below is of oil drain plug. The last person to change the oil not only forgot how to add a crush washer but also might have used an air tool to tighten this on so at this point it seems to be welding in. Any ideas before I drill and unfortunately tap?

Hmmmm,
Maybe take it back to the place where the oil change occured and ask for a oil change to be done, and when they say it is stuck, say that's funny cause you guys did the last oil change...fix it!

Yes, before you do anything take it back to the place where you had the oil change done. Extra points if you can get them to get you a new oil pan and a drain plug :D

UPDate: SO after more frustration that my doctor allows me to have. I've taken the advice is Jnolte. Funny thing is I've had the fluid pump below just sitting around. I looked into the MityVac 7201 and I after changing the oil this way, I am definitively getting it.

This $5 pump from Harbor Freight comes with all the parts needed to remove oil from the dipstick. You get what you pay here. It is a manual effort.
The tube that goes into the dipstick doesn't properly seal when attached to the main suction tube. Had to use gum to seal around it. BUT IT WORKS. Oil Changed

Yes, before you do anything take it back to the place where you had the oil change done. Extra points if you can get them to get you a new oil pan and a drain plug :D

I wish I knew who did this. Bought the car as is. The next oil change will be thru the dip stick again with the MityVac 7201.
