Nearside rear parking brake recording little effort - C200 1999T

Just came through MOT and i was advised to sort my parking brake as it is not as tight as it should be. i had also noticed the car creeping forwards when the p/brake was applied (fully pressed foot pedal). I have some new p/brake shoes available but was thinking it might just be the cable thats loose. How do i adjust my parking brake to be as it should? Thanks.

they this thread above explains it very nice. remove the rear seat and in the middle you will see the brake cable.
