radiator clutch fan not spinning forcefully ?

so finnaly got my car legal agen ran it over just for safty and I noticed my fan on the motor (clutched) wasn't spinning cold or warm

it spins but there is no resistance behind it I can stop it with my finger (slowly tho) reved it up to point where the s.c kicks in (00 c230 kompressor)

My fan clutch has zero resistance aswell. But she never heats up even with our African sun on the hottest day. In heavy traffic she goes up abit higher than normal but nothing alarming. Been driving it for 2 years like that now. I think my reason for not replacing it is because of the extra hp it takes to spin a good fan clutch. Not much but still something.
