Fuel pump relay help!

Hi there,

I was wondering if someone could help me test the 85 pin of the fuel pump relay while the key is on and tell me what you read.

For some reason I'm reading 4.25v. Is this correct? I thought it suppose to be ground. I'm having starting problems.

4.28 on mine. So seems correct. Can't remember the no. on the pin but ground is closest to the back seat. Other 2 pins show 12v

Very odd. I can't seem to turn on my fuel relay off the ignition.

Don't want to be an alarmist but that seems like an ECU issue. My understanding is the pump relay is activated by the ECU.
