I believe there is a program called wheelskin where you can lower the car, change the color, add body kits, etc.

I will ask my friend when he wakes up, I think he is still asleep.

EDIT: I was mistaken, it is called SOFTWHEELS not wheel skin. The free shareware one doesnt have much, but the full blown program is really cool.
