Bumper crack

Hello everyone, I had my car parked in the school parking lot. And I guess some idiot hit my bumper. Now there is a crack in the left side of the bumper the size of a softball. I went to a paint place and they quoted me $275. Do you think thats a good price? The guy told me that they wouldn't be able to do a spot paint. They would have to take the bumper off and clear coat it.
