I've been searching and not found an answer. I have a '95 C280 that appears to only have the rear fog light. I haven't disassembled the headlight assembly yet, but through the lens it appears that there are not sockets to add the front ones to the light cluster.
Is this the case? I would believe that they are likely prewired, but do new parts need to be added to the cluster, or a replacement cluster to install them?

on pre97 models i believe the fogs are the inner most lights...
in order it should go like this.. parking/blinker>high/low beams>foglight

to try your fog lights, pull the light knob. with the first pulling(1 click), you get your front ones work. by pulling again (2do click) you get the front and back fog lights.

Visual inspection of my headlight clusters shows the turn lights, and the main headlights, but there does not appear to be any lamps, and as far as I can see through the lens, no sockets.
This weekend I will open things up a bit and look closer. My rear fog does work in the 2nd switch position (parking lights on and pulled to the second detent).
I'll try to snap a picture today and post it here -

the fog light bulbs could be burn out.. for some reason they dont set off the light malfunction lamp.. they are located in the headlamp where the low beam bulb is.. same type of bulb as the high beam bulb too. they could be both burnt out or may not be sitting in the holder correctly.

I have a 95 C36, lights are the same as your C280. On mine, the front fog lights are located inboard of the low beam bulbs, H3's. As noted in the other replies, first pull of the knob turns the front fogs on.
I forgot to mention that you can only turn the fogs on if the knob is in the city lights or headlight on position.

My rear one still works, but none in the front. I have a 280e that is similar in the switch- although they only work in the headlight position on it.
If we ever get a day that isn't raining, or 95 degrees at 80% humidity, I'll get in there and see what's going on.
