Lights on a W140

I would like to add some aux. lights to my '98 S420.
I plan to put them in the hook holes below the bummper. My question is can I wire them to use the factory City lights/fog light switch? And how?
Can I use the city lights with them?
Or wire the city lights to allways be on with the head lights?
