how much of a difference if you go from #3 to #1 pads, and is it safe to go without pads?? how much do u think pads costs?

maybe 3/8" or 1/2" at the most.... I wouldnt go without pads.. they help keep the spring centered in the spring perch.. and they keep the spring from rubbing on metal.. you ahould have them.
they are $4-5 each.. not very much at all.
do a search and you will find the part numbers...
