do the clusters open up on the 1996 w202 because i want to put the cromne rings inside?

The instrument clusters do come apart.

They do sell chrome cluster rings for this purpose so if you bought these rings then yes they should work. Just make sure you purchase the rings for the model cluster you have as the older ones have the adjustment knobs in the middle.
