If this presents a problem for you there is a simple fix which I have applied to my fathers E39. A 1watt 1ohm resistor hooked up with a relay in line with the positive terminal of the low beam. Basically in the off position the computer will sense the resistance of the resistor which will make it think there is a bulb that is operative. When the power is switched on the relay cuts the power to the resistor reventing over loading the resistor with the current needed to power up the lights.
